What a stupid question,,, female circumcision has nothing to do with AIDS or AIDS-prevention.

OMG people are formed.
Circumcision to prevent the spread of AIDS and other sexually transmitted diseases, because without a healthy germs and bacteria can be trapped under the foreskin. The removal of the foreskin is designed to solve this problem. Education for a healthy and techniques that do the same. The removal of the foreskin has no effect on sexual function.
Female circumcision is a different matter. Remove excision of the labia majora would have no effect in this regard and the traditional circumcision of women goes far beyond that!

Another point is that circumcision is forced, well practiced in Africa. it will be difficult to convince the parents of America that the practices of Africa are a model for the prevention of AIDS in some African countries, a sharp increase in AIDS unbelieavbly.
